Dear Finch,
It is proposed under a Development and Welfare scheme to provide facilities for five engineering graduates of Hong Kong University to come to this country to serve apprenticeships with British firms as a part of their general training and practical experience. The scheme follows closely that sponsoned by the Federation of British Industries in the case of graduates from Chinese Universities.
We understand that under the F.B.I. scheme the Chinese graduates receive wages varying from £2.10.- to £5 a week from the firms employing them and that the Chinese Government supplement these wages to produce a net income of £30 a month. We do not know exactly how this is achieved, but we are proposing in the case of our Hong Kong Students that each scholarship should provide for the monthly payment of an amount representing the difference between a standard allowance of £30 a month and the actual earnings for each month, calculated on the basis of 43rd weeks to a calendar month, such payment to begin on the date of arrival here and to continue until date of departure
